The 15th anniversary session of the SCO Forum was held on September 29 with the participation of heads and experts of leading research centers in India, Kazakhstan, China, Kyrgyzstan, Pakistan, Russia, Tajikistan, Uzbekistan, Belarus, Iran, Mongolia and Azerbaijan.

The event was held in a video conference format under the chairmanship of the National Institute for strategic studies of Kyrgyzstan.

Deputy Prime Minister of Kyrgyzstan Akram Madumarov, SCO Secretary General Vladimir Norov and Director of the National Institute for strategic studies of Kyrgyzstan Emilbek kaptagaev made welcoming speeches.

During the event, a broad exchange of views took place on such topics as building sustainable peace and stability in the SCO region: challenges and security threats related to the coronavirus pandemic; new approaches and multilateral economic cooperation in the SCO space in the context of the pandemic; the role of the SCO Forum and prospects for cooperation in addressing the challenges of overcoming the consequences of the coronavirus pandemic.

Madumarov noted that in the fight against the coronavirus pandemic, the SCO countries have shown a high level of solidarity and mutual assistance, in fact showing the unity and strength of cooperation between the SCO countries, readiness to share not only epidemiological experience and clinical practice.

Norov, in turn, pointed out that in the acute period of the pandemic, in a difficult sanitary and epidemiological situation, the SCO, based on the principles of the “Shanghai spirit”, has convincingly confirmed its significant potential as an effective platform for mutual support and response to emerging challenges.

The pandemic has brought to the fore issues of public health and sanitary well-being. The Secretary General also stressed that the SCO welcomes the launch of inclusive talks between the government of Afghanistan and the Taliban in Qatar, and considers this process as one of the most important factors in strengthening security and stability in the SCO space.

Norov informed that one of the important documents to be adopted is the action plan for the implementation of the SCO development Strategy until 2025. This is actually a “road map” that provides for about 150 practical activities in key areas of cooperation within the SCO.

It is planned to approve a comprehensive plan of action to combat epidemics, which provides for joint research and development of effective methods of treating diseases, as well as the creation of a coordination mechanism to counter threats in the field of sanitary and epidemiological well-being.

Norov stressed the importance of a comprehensive analysis of factors affecting the implementation of the SCO’s combined trade, economic, scientific and technical potential.

In their reports, the Forum participants noted the important role of the SCO in the system of international relations and its contribution to maintaining stability and security in the Eurasian region, and also stressed the expediency of continuing work to combat terrorism and extremism and other cross-border challenges and threats.

The need to coordinate joint efforts to overcome the socio-economic consequences of the coronavirus pandemic and enhance cooperation in the health sector was emphasized.

An important task is to strengthen the SCO’s anti-crisis immunity and build effective cooperation mechanisms. In addition, it is necessary to strengthen the SCO’s geopolitical and economic potential in order to meet current realities in a timely and adequate manner, be able to respond immediately to global and regional crisis phenomena, expand the SCO’s influence on important areas of the international agenda, and offer constructive development models.

Scientists and experts expressed their readiness to further deepen scientific and analytical cooperation within the SCO.
