SCO Heads of State Council approved the Tianjin Declaration

The Council of Heads of State of the Shanghai Cooperation Organization adopted the Tianjin Declaration; its text was published on the official website of the organization.

Main Provisions

Geopolitical confrontation, challenges and threats to security and stability are escalating in the world, including in the SCO region. The organization’s participants oppose unilateral coercive measures, including economic ones.

The SCO condemned the military strikes by Israel and the United States on Iran, as well as the actions that led to casualties and a humanitarian catastrophe in the Gaza Strip. Peace and stability in the Middle East can be ensured through a fair settlement of the Palestinian issue.

The members of the association adhere to a line that excludes bloc and confrontational approaches to solving problems. The principles of non-interference in internal affairs and non-use of force form the basis of sustainable development of international relations.

It is necessary to preserve the historical memory of World War II. The members of the organization spoke out against attempts to rehabilitate the ideas of Nazism and justify genocide, as well as actions that distort the meaning of victory and the role of their peoples in the defeat of fascism.

A strategy for the development of the organization until 2035 has been agreed upon; it defines priority tasks and main areas for deepening cooperation.

An agreement was adopted on the Universal Center for Countering Challenges and Threats to Security of the SCO Countries and the Anti-Drug Center. A roadmap for the development of energy cooperation until 2030 has been approved.

The members of the organization advocate keeping outer space free of weapons of any kind and against the militarization of the information and communication technology sphere.

The SCO member states reaffirm their determination to continue their joint fight against terrorism, separatism and extremism.

The declaration notes the commitment to the establishment of Afghanistan as an independent, neutral and peaceful state.

The Shanghai Cooperation Organization summit is being held in Tianjin from August 31 to September 1, with more than 20 leaders taking part, including President Vladimir Putin, as well as representatives of international organizations.

SCO is an international association founded in 2001. It includes India, Iran, Kazakhstan, China, Kyrgyzstan, Russia, Tajikistan, Pakistan, Uzbekistan and Belarus. Observer countries: Afghanistan and Mongolia; partner countries: Azerbaijan, Armenia, Cambodia, Nepal, the UAE, Turkey and Sri Lanka.
